通过 is used to show the method, channel, or means by which an action is carried out. It is very common in formal written Chinese to introduce the medium or route used to do something.

为 is often used in formal Chinese to express purpose, meaning 'in order to' or 'for the purpose of'. It is commonly followed by a verb phrase stating the goal.

如 is a formal written alternative to 如果, used to introduce a condition. It is frequently seen in notices, announcements, legal writing, and official statements.

This pattern connects two related points, emphasizing that one thing has more than one consequence or characteristic. In the text, it is used to strongly condemn the behavior by listing two serious problems.

以……名义 means to do something under the name of, or claiming the authority of, a person or organization. It often appears in reports about fraud, official authority, or representation.
