Use this structure to link two events and say the second happens after the first; the clause introduced by 在...后 provides the time frame for the main clause.

将 + 由 introduces a future action that will be carried out by a particular agent; it highlights both the impending action and who will perform it.

由 marks the agent in a passive or resultative structure, explaining who carries out an action or role.

This pattern states that an action is forbidden unless a condition (usually authorization) is met, following the form “未经 X，不得 Y.”
