This pattern is used to talk about plans or intended actions within a future period. 未来三年 sets the time frame, and 在...领域 marks the area where the action will happen.

These adverbs are used to express minimum, exceeding, or maximum amounts. 至少 means at least, 超过 means more than, and 最多 means at most.

被 is used to form the passive voice, showing that the subject receives an action rather than performs it.

已 or 已经 indicates that an action has already happened or a situation has already changed. In news writing, 已 is especially common and concise.

不得 means must not / may not, expressing prohibition. 只能 means can only, expressing a strict limitation. These are common in formal and regulatory language.
