"有助于" means "to help with" or "to contribute to." It is often used in formal Chinese to show that one factor supports a result or process. The part after it is usually a verb phrase or a noun phrase.

"自……以来" means "since..." and marks the starting point of a period continuing up to the present or to the reference time in the sentence. It is more formal than just "从...以来" and is frequently used in written Chinese.
