Use “与…签署…” to describe two parties formally signing a contract or agreement. The structure is A 与 B 签署 C, where C is the agreement.

Use “在…建设…” to state that an action (usually building or establishing something) happens at a specific location.

“自…起” expresses the starting point of a time period or action, similar to “since” in English.
