Use 被 to mark that the subject is affected by an action done by someone else. This is one of the most common ways to form passive sentences in Chinese.

因…/根据…/决定…— Cause and decisionHSK 3
Use 因… to state a reason, 根据… to cite a basis, and then say what action is decided. It is often used in formal announcements to explain decisions.

截至 + date + , + result— 截至 (as of)HSK 4
截至 is used to indicate a cutoff point in time, similar to “as of”. It’s followed by the date and then a result that is true up to that time.
于…至…期间 is used to talk about something that happened within a specific time interval. It’s equivalent to “between … and …” or “during the period from … to …”.
将 is used to talk about a future action or plan, and 并 links two verbs or clauses to show that both actions will happen. It is common in written announcements.
