利用……便利 means 'to make use of the convenience/advantage of ...'. In formal and legal Chinese, it often refers to abusing one’s job position, authority, or access to do something improper. The noun before 便利 is often 职务上的便利 ('the convenience of one’s post').

并 is a formal connector meaning 'and', 'and also', or 'furthermore'. Compared with 和 or 还, it is more common in written, official, and legal Chinese. It often links multiple actions, judgments, or consequences in one sentence.
