随着 introduces a change that happens along with another development. It often sets up background conditions and is common in formal or written Chinese. In the text, a similar structure appears with 随之, showing that one thing follows another.

在 + location/abstract scope is used to indicate the context, range, or background in which something happens. 在……里 means 'in/within...', while 在……背后 can mean 'behind this' or 'underlying this situation.' These are common discourse structures in explanatory and journalistic Chinese.
