Use “将” plus a verb and “于” to place an event firmly in the future with a specified date/time/place (commonly in formal announcements).
"十四届全国人大四次会议将于2026年3月4日(星期三)12时在人民大会堂新闻发布厅举行新闻发布会。"
“由” introduces the person responsible, “就” marks the topic, and “回答” tells what action they take—useful for describing who answers which questions.
"由大会发言人就大会议程和人大工作相关问题回答中外记者提问。"
“可于…起” indicates when an action becomes permissible, often used for entry times or availability windows.
"记者可于当日上午11时起凭会议制发的记者证件从人民大会堂东门入场。"
“欢迎” expresses hospitality followed by a verb phrase to invite people to attend or take part.
