Use a verb phrase plus “的” before a noun to describe which specific thing you are talking about (e.g., “未完成规划审批的城市更新项目” describes which projects).
"未完成规划审批的城市更新项目,取消保障性住房奖励容积。"
"已完成城市更新单元规划审批的城市更新项目按原规定执行保障性住房配建要求。"
Use “按…” to cite a rule or standard, followed by “执行” to mean you follow that rule exactly.
“原则上” introduces a general rule or principle, often followed by a modal verb to state what is normally permitted or allowed.
"原则上可不配建保障性住房。"
“应” expresses obligation or expectation, and “通过…统筹” explains the means used to coordinate actions or resources.
"市相关主管部门、各区政府、前海管理局应通过新增建设、存量房屋盘活、多元收购等各种渠道统筹落实保障性住房建设筹集要求。"
Use “不适用” to explicitly say that a rule or policy does not apply to a particular case.
