“截至”表示某个统计、动作或情况截止到某一时间点，相当于“up to”或“by” a certain date/time. It is very common in news, reports, and formal writing.

“已”表示“已经”，放在“有”前面构成“已有”，表示到目前为止某种情况已经出现或达到某个数量。常用于书面语和数据报道中。
