This pattern is used to show contrast. 尽管 introduces a fact or concession, and 但 introduces the main point that follows. It is common in formal and written Chinese.
"尽管自然利率的区间本身变化不大，但仔细分析就会发现，近期许多预测值都略有上升。"
与 means 'compared with' or 'with,' and 持平 means 'to stay at the same level.' 基本持平 means something is almost unchanged compared with another reference point.
"该区间与此前预估值（-1.0%至+0.5%）基本持平。"
约 means 'approximately' and 为 is a formal written verb meaning 'to be.' Together, 约为 is often used in news or academic writing to give an estimated number, amount, or range.
"显示其区间约为-0.9%至+0.5%。"
就会 shows a result that follows quickly or naturally from a condition or action. In this text, it means that if one analyzes carefully, one will discover a certain result.
"但仔细分析就会发现，近期许多预测值都略有上升。"
时隔 is used to express that something happens again after a certain amount of time has passed. It is common in formal or news-style Chinese.
"永辉超市时隔五年，实现同店客流与销售双增长。"
