This pattern is used to say that information is obtained from a person, organization, or source. 从 marks the source, and 了解到 means 'learned/understood that'. It is common in news and formal reporting.
"今天（20日）从国家邮政局了解到，前2个月我国邮政行业寄递业务量超330亿件，行业市场规模稳步增长。"
同比 means 'compared with the same period last year', and 增长 means 'grow/increase'. This is a common statistical and business expression used to describe annual growth rates.

"快递业务量累计完成304.9亿件，同比增长7.1%。"
由 introduces the components or members that make up something, and 组成 means 'to form' or 'to be made up of'. It is used to describe structure, membership, or composition.

将 indicates future action, and 作出决定 is a formal expression meaning 'make a decision'. This pattern is often used in official, business, and news contexts.
"最早可能在今夏举行的董事会半年度线下会议上作出决定。"
"并将在论坛作为全球对话与合作领先平台持续发展的过程中进一步完善这一机制。"
This formal pattern expresses that neither of two things is true. 既 connects the first negative statement, and 也 connects the second. It is often seen in formal statements and written Chinese.
