This pattern means something has moved into a new phase or period of development. It is very common in news and formal Chinese to describe progress in work, plans, events, or projects.

按照 means 'according to' or 'based on'. It is often used with 计划, 要求, 规定, or 标准 to show that an action follows a plan, rule, or arrangement.
