Used to introduce information from a source such as a news agency, report, statement, or person. It is very common in formal written Chinese and news reports. The part after 据 names the source, and the following verb such as 报道, 称, or 介绍 shows how the information was given.
"据法新社3月20日报道,美国财政部暂时解除对3月20日前装船的伊朗石油的制裁。"
"据报道,美国财政部20日发布声明称,这项授权允许运送和销售已经在伊朗船只上的原油和其他石油产品。"
Used to express that one action happened before another action or event. 在 + event/action + 前 is a common way to mark time sequence in formal and everyday Chinese.
"在美国财政部外国资产控制办公室采取这一举措前,美国已类似地解除了对在海上的俄罗斯石油的制裁。"
"美国财政部暂时解除对3月20日前装船的伊朗石油的制裁。"
This pattern shows purpose. 为 introduces the goal or reason, and 而 introduces the action taken to achieve that goal. It is especially common in formal writing and news style.

This structure means to see, treat, or regard something as something else. It is a formal pattern often used in news, academic writing, and official statements.
"伊朗方面将这位美国官员的提议视为“美国财政部的心理战”。"
可供 means 'can be supplied for' or 'available for use by'. It is a formal written expression often used with export, use, selection, or reference. The thing before 可供 is what is available, and the part after it shows the purpose or receiver.
"伊朗目前在海上没有装载石油的油轮,也没有多余的能源可供出口。"
