愿 before a verb phrase expresses the speaker’s willingness or readiness to do something, often appearing in diplomatic or formal contexts to show intent.

Use 尤其…的是 to highlight that the clause after 是 presents the part you find most noteworthy or concerning, drawing attention to a specific detail.
