Use “称” after a noun (usually a person or organization) to report what that person/organization said. It’s similar to “say” or “claim” in English.
"美国国防部长赫格塞思13日称,美国计划摧毁伊朗所有具有威胁的军事能力。"

Use “计划” before a verb to express a planned action or intention, often followed by the object of the action.

When talking about quantities, use “数量+(减少/下降)+了+amount/percentage” to show a decrease in numbers or amounts.

“已经” before a verb, often followed by “了”, indicates that an action has already been completed.
"美国和以色列已经打击了超过1.5万个伊朗目标。"
