对 is used to mark the target, direction, or counterpart of an action. In economic and trade news, it often indicates the country, region, or organization that trade is directed toward, such as “trade with…” or “exports/imports to…”.

同比 means “compared with the same period last year”. It is frequently used in business, economics, and statistics. 同比增长…… means “increase by … year on year”.
