兑 is used in finance to express one currency exchanged against another currency. A兑B means 'A against B' or 'A to B exchange rate'.

报 is commonly used in news and market reports to mean 'is reported at' or 'is quoted at' a certain figure. It is frequent in financial and formal written Chinese.
