Use 拟 before a verb to state that someone plans or intends to do something in the near future.

用于 introduces the purpose of an action or the use of something, equivalent to “used for …”.

不超过 expresses an upper limit or cap, meaning “not more than” a specified amount.

并 links two verbal actions or clauses, similar to “and also” or “and then” to add another action.
