就 is used before a verb or noun phrase to mean 'regarding', 'on the matter of', or 'with respect to'. In news and formal Chinese, it often introduces the topic being discussed or negotiated.

正 placed before a verb shows an action is currently in progress, similar to 'right now' or 'is currently'. It is common in formal reporting to describe ongoing events.

处于 means 'to be in' or 'to be at' a certain state, condition, or stage. It is often followed by a noun phrase such as 阶段, 状态, or 困境 in formal and written Chinese.
