因……而…… is a formal written pattern showing cause and result. 因 introduces the reason, and 而 introduces the resulting action or situation. It is especially common in journalism and formal reports.

有望 means 'to be expected to' or 'to have a good chance to'. It is often used in formal and news contexts to express optimistic prediction about future developments.
