在……之下 means 'under...' or 'in the context of...'. It introduces the background or condition under which something happens. It is common in formal writing.

则 is used to mark contrast, distinction, or a different aspect. In the pattern A 与 B 则..., the speaker presents one factor and then contrasts it with another factor or role.
