“将” before a verb signals a planned or certain future action; it’s stronger than just “会” and often used for official announcements.
"2026年全国两会明日将拉开帷幕。"
"十四届全国人大四次会议将于3月5日在北京召开。"
“将于” is a fixed expression for announcing when something will happen; it’s followed by a date/time and the main verb (usually 举行/召开/开幕).
"十四届全国人大四次会议将于3月4日12时在人民大会堂新闻发布厅……举行新闻发布会。"

“在” introduces the time or location of an action; it comes before the verb and can combine both time and place information.
